Governor Bush campaigned in 2000 on a large tax cut -- the right thing to do -- along with a 4% federal spending &lt;i&gt;increase,&lt;/i&gt; his &quot;compassionate conservatism&quot; ideas.  No one ever gave more than lip service to actually cutting back spending.

What we really need to push for is a federal government that is actually smaller, not just restraining its growth, a federal government that taxes you less because it actually does less!</description>
